Gameplay Kits Exclusive or Additive

I've noticed that the gadget and gameplay kits navboxes are used differently. Gadget navboxes include gadgets that appeared in previous games, while this LBP2 gameplay kits navbox only lists those introduced in that game. What should be done? I personally think gameplay kits navboxes should be additive due to spinoffs having some kits and excluding others, as well as lbp3 giving kits and gadgets new or switched around categories (plus the whole deal with advanced create mode).
